Indeed, or you got at least some of the lost points back @WectruzeneKnight_000 . Did you understand that you were given rating points as a result of the TOS being violated, you didn't lose them?
Perhaps in your original question you did understand that and you were just asking why? Good question. I think the official reason is to keep the ratings more accurate. Keeping people who have played a cheating player happy and stopping them complaining too much is a nice benefit on the side, though.
