Yep, exactly that's the point. Getting the GM title was never easy, but it was arguably somewhat easi-er in the olden days. Among other factors, chess was less international, and, in the absence of computers, opening analysis and preparation was probably less time consuming.
Today, with so many young folk playing seriously worldwide, with the best of them improving at an insane speed, adult beginners just don't stand a chance to reach GM level. Even if an adult beginner is exceptionally talented and hard working - he will be beaten by hords of others with equally high talent and equal work ethic, but who started training seriously as a kid/teen.
